Algeria seeks to attract Chinese expertise and investments in mining economy

The Algerian Minister of Mines and Mining Industries, Murad Hanifi, discussed yesterday, Saturday in Algiers, with the Deputy Executive Director of the Office of the Central Committee for Financial and Economic Affairs in China, Han Wenxiu, ways to enhance cooperation between the two countries in the mining sector, especially in the fields of geology, formation and investment, according to a ministry statement, reported by the Algerian News Agency.

The talks took place at the headquarters of the Ministry of Mines, within the framework of a working visit by the Chinese official, who holds the rank of minister, to Algeria, in the presence of the Chinese Ambassador to Algeria, Dong Guangli, and the Secretary of State in charge of Mines, Karima Bakir.

The two parties reviewed Algerian-Chinese relations and affirmed their common will to strengthen the bilateral strategic partnership in the mining sector.

Hanifi gave a presentation on the national policy in the field of mining, which aims to make this sector a lever for industrialization and economic diversification, and to strengthen the country’s economic sovereignty.

Conversation topics

The Algerian-Chinese discussions addressed three practical axes:

  • Strengthening cooperation between the Chinese Geological Survey and the Geological Service Agency of Algeria with the aim of pooling expertise in the field of exploration and mapping of underground resources.
  • Developing specialized training programs for the benefit of young Algerian engineers in partnership with Chinese mining institutions and companies.
  • Encouraging Chinese companies to invest in industrial mining projects with high added value in Algeria.

In this context, the Chinese official expressed his country’s readiness to strengthen a partnership based on common development, stressing his country’s commitment to directing Chinese capital towards structural projects.

According to statistics from the Algerian Investment Promotion Agency, there are at least 42 major projects implemented by Chinese capital with a total value of $4.5 billion.

Among the major Chinese investments in Algeria is the Al-Hajar mine project in the state of Annaba in the northeast of the country, which includes one of the largest iron reserves in the world with approximately 3.5 billion tons, as well as the project to extend the railway line between the cities of Béchar and Tindouf and the Hajar project.

Algerian President Abdelmadjid Tebboune carried out a cabinet reshuffle last April, according to which Mohamed Arkab was appointed Minister of Hydrocarbons, while Mourad Hanifi was appointed Minister of Mines and Mining Industries.

This cabinet reshuffle came in light of Algeria’s move to accelerate the completion of major projects in the mining sector in order to diversify its economy into areas other than oil and gas.
