Egyptian President Abdel Fattah El-Sisi inaugurated the headquarters of the state’s strategic leadership, known as “The Octagon,” in the New Administrative Capital, presenting the project as one of the most prominent landmarks of the new republic and the country’s modern system of command and control, and stressing that choosing the Administrative Capital as the headquarters of the new leadership “came in response to lessons the state learned from the events of 2011 and what followed,” when state institutions were exposed to pressures that were considered to almost threaten the state’s ability to manage crises.
Al-Sisi explained, during his speech at the opening of the new headquarters, that the strategic leadership represents a “qualitative shift” in the state administration system, thanks to the advanced technological structure it includes, secure communications systems, and advanced capabilities to collect and analyze information and link the various levels of leadership and decision-making.
He stressed that the role of this headquarters is not limited to managing military operations, but extends to being one of the basic foundations of the state’s ability to manage exceptional circumstances and deal with various crises.
The Egyptian President linked the opening of the new headquarters to the anniversary of June 30, 2013, considering that it represented a turning point in the country’s history, and said that it represented the beginning of the project to build the new republic.
Al-Sisi pointed out that Egypt has faced a series of successive crises over the past years, starting with the repercussions of the events of the period between 2011 and 2014, passing through the “war on terrorism,” then the Corona pandemic, the Russian-Ukrainian war, the war in the Gaza Strip, and finally the Iranian war, stressing that these developments imposed great economic burdens on Egypt, including the loss of more than $10 billion in Suez Canal revenues as a result of attacks on ships in Bab al-Mandab, in addition to the rise in energy and food prices. Supply chains are disrupted and Egypt receives millions of displaced people from conflict areas.
“A vision to protect the state”
According to Sisi, the Administrative Capital represents one of the most important components of the “New Republic” project, which is based on rebuilding state institutions.
He stressed that the groups he described as “evil people and terrorists” might look for other means to harm the state, but stressed that what happened in the past “will not happen again.”
He considered that the establishment of the Administrative Capital, the City of Justice, the Strategic Leadership, and the rest of the institutions it includes, reflects an integrated vision to protect the state and enhance its ability to manage crises in the future.
Al-Sisi stressed that the next stage will not be limited to completing construction and development projects, but will also witness a package of political, administrative and economic measures, which he said he directed the government to work on implementing.
Regarding the development of the media, Al-Sisi said that the state is moving to bring about new changes in the media scene, and the highlights of this file can be summarized in a number of points:
- Assigning the Minister of State for Information to coordinate with various media and press institutions and bodies to hold an annual meeting under the auspices of the President of the Republic to review the situation of the Egyptian media.
- It is proposed that the meeting be held initially on December 3 of each year to be a periodic platform for evaluating media performance.
- Discussing the challenges facing the Egyptian media on a regular basis.

Regarding political life and local elections, Al-Sisi said that the state is preparing for a new phase of political participation, which includes completing the necessary preparations to hold local council elections.
Regarding alleviating the burden of living, Sisi said that the government was tasked with preparing a new program aimed at controlling markets.
The Egyptian President explained that the government will begin a new economic phase after the end of the economic reform program with the International Monetary Fund, with the aim of completing the economic reforms implemented by the state during the past years and enhancing the Egyptian economy’s ability to confront crises and international changes.
