EU Council President António Costa has opened a “diplomatic channel” to Russia – but emphasizes that it is not about any negotiations.
According to an EU representative, Costa told the member states’ heads of state and government at Thursday evening’s summit that he had given orders for the “canal construction”.
“The goal is to be ready, when the right situation arises, to be able to defend the EU’s interests. What we are talking about are short contacts with no exchanges of substance and no negotiations,” says a dispatch to EU correspondents in Brussels.
