Syrian President Ahmed Al-Sharaa issued a decree appointing the president and members of the Supreme Constitutional Court.
The Syrian News Agency (SANA) reported on Tuesday that Decree No. 149 of 2026 appointed Issam Khaled Al-Khalif as President of the Supreme Constitutional Court.
It also stipulated the appointment of 6 members to the court: Judge Counselor Khairallah Nadim Ghanoum, Judge Counselor Muhammad Mustafa Subei, and Judge Counselor Iman Antoine Nouri.
The appointments also included Ismail Hammadi Al-Khalfan, Rayan Hassan Kahilan, and Arif Ahmed Al-Shaal.
The decree also stipulated that the Supreme Constitutional Court undertakes basic tasks pending the issuance of the law regulating its work mechanism and powers. These tasks are to monitor the constitutionality of laws and regulations, and express an opinion on the constitutionality of draft laws at the request of the President of the Republic.
Among the duties of the court, as stipulated in the decree, is to express an opinion on the constitutionality of proposed laws at the request of the President of the Republic or the Speaker of the People’s Assembly, as well as interpreting the texts of the Constitutional Declaration at the request of the President of the Republic or the Speaker of the People’s Assembly.
On March 13, 2025, Al-Sharaa signed a constitutional declaration that set the transitional phase in the country at five years.
Article 47 of the declaration stipulates the establishment of a Supreme Constitutional Court consisting of 7 members nominated by the President of the Republic who have integrity, competence, and experience, provided that its formation, working mechanism, and powers are regulated by law.
On December 8, 2024, Syrian revolutionaries entered the capital, Damascus, announcing the overthrow of Bashar al-Assad’s regime, which ruled the country between 2000 and 2024, after he inherited power from his father, Hafez al-Assad, who ruled from 1971 to 2000.
