The International Federation of Association Football (FIFA) is considering introducing amendments to a fundamental rule related to penalty shootouts, and starting to apply them in the current edition of the World Cup finals.
The British newspaper “The Times” reported that FIFA asked the International Football Association Board (IFAB) to change the routine related to the lottery that is conducted before penalty kicks.

Amending the penalty shootout law in the World Cup
FIFA is seeking to cancel one of the two lottery processes currently taking place, the first to determine which team will initially take penalty kicks, and the other to determine which team will choose the goal.
The new amendment proposes holding only one lottery, in which the winner chooses either to start shooting first or choose the goal at which the kicks will be executed, with the loser of the lottery choosing the second option.
For its part, the British website GiveMeSport believes that this proposal, despite its simplicity, may make things “fairer,” as it puts it.
FIFA must make a final decision before Sunday, June 28, when the knockout stages will begin, starting with the round of 32.
It is noteworthy that penalty kicks decided many important matches in the history of the World Cup, the most important of which were the finals of the United States 1994, Germany 2006 and Qatar 2022 editions, in which the teams of Brazil, Italy and Argentina were crowned champions, at the expense of Italy in the first and France in the other two occasions.
The World Cup also witnessed the victory of Morocco over Spain, Croatia over Japan in the round of 16, Croatia over Brazil, and Argentina over the Netherlands in the quarter-finals, before “Tango” was crowned champion at the expense of France, all on penalties.
