The serious allegations against Krister Dackland: “Under the table evaluation”

1. Information on 1.5 million Swedes.

One of the most serious clues in the internal investigation concerns the so-called Control Platform, which Aftonbladet was able to tell about already in December last year. Our information is then confirmed in the investigation.

It shows how large amounts of personal data, from 1.5 million Swedes, were taken from the Swedish Tax Agency and processed before the necessary security and legality checks were carried out. Messages between Krister Dackland and an employee show that he was aware of the work but did not act when the deficiencies became known.

The personal data was processed in the graph database tool Neo4j and is supposed to find patterns in large data sets with the aim of preventing incorrect payouts. In addition, the control platform must have been able to connect AI functions through a language model.

2. The Chinese language model

Aftonbladet also revealed how a Chinese AI tool emergency stopped. The tool used the Qwen 3 language model from the Chinese company Alibaba and was intended as an internal solution. The use took place behind firewalls, was intended to help employees find information and there should have been no risk of data leakage.

That language model is not connected to the control platform but has run as a separate project.

Krister Dackland is said to have gained access to the “too little under-the-table evaluation” language model, which appears in an email between him and a co-worker in the investigation.

When employees asked control questions about Heaven’s Square, the model responded evasively, and the alarm was therefore raised via the authority’s internal whistleblower function.

Director General Maria Hemström Hemmingsson was not informed that the model was being driven and, according to several sources, must have been very upset when she found out. She allegedly ordered Krister Dackland to emergency stop the tool during a phone call and refused to end it before it was done.

3. Advertising for suppliers

Krister Dackland participated in an article advertisement for Arbetsförmedlingen’s supplier Cap Gemini, which Publikt was the first to report on.

The investigation states that his participation is in conflict with the steadfast value base of objectivity and impartiality, which may harm the public’s trust in the Employment Service.

In an advertisement for Capgemini, Krister Dackland participated and talked about Capgemini's work with Arbetsförmedlingen's AI platform.

More accusations

According to the investigation, Krister Dackland must have read emails in which it was clear that suppliers offered to pay for flights, hotels and other costs for employee travel. He has since approved these trips.

The trips are said to have gone to Las Vegas, Berlin and London, among other things.

In some of the cases, the suppliers who paid for the trips have also been linked to managers and employees at the Employment Service’s IT department by advertising for them.

“The investigation makes the assessment that the lack of a clear policy or guideline regarding this at the authority may have been a contributing factor,” the authority writes in its investigation.

Not suitable for recruitment

According to the investigation, Krister Dackland has also acted directly inappropriately in four different recruitments. This applies to appointments of roles within the authority’s work around AI.

In one of the cases, the investigation has shown that Krister Dackland and the person who was later hired knew each other in advance. He is also said to have invested in the recruitment and said that the person would be employed.

On another occasion, a person who was hired first must have been allowed to participate in designing the advertisement for the position. The investigation believes that the IT director decided in advance that the person would be employed.

The State’s Accountability Board will examine the report against Krister Dackland on Tuesday 16 June. If they follow the Employment Service’s line, he will be fired.

The employment agency does not want to answer any questions about the investigation before the SAN’s decision.
