On Thursday morning, authorities in Burundi found the body of Communications and Information Minister Gaby Bugaga inside his car in a remote palm plantation north of the economic capital, Bujumbura. The incident raised a wide wave of questions about the circumstances of the death, after the government described it as a “sudden accident,” while security and human rights sources questioned this account.
According to farmer witnesses, the car was found on an almost deserted road in the Kivuga region, 10 kilometers from Bujumbura, where they published pictures of the body on social media platforms before the police identified the minister and secured the location.
The government’s narrative and critics’ doubts
Government spokesman Jerome Niyunzima issued a statement in which he expressed “deep regret” for the minister’s death, describing what happened as an “accident,” without additional details. President Evariste Ndayishimiye also wrote on the X platform, praising Bogaga’s courage and dedication in serving the country.
But the photos of the car sparked widespread controversy, as a police source confirmed to Agence France-Presse that the death “raises many questions,” noting a severe injury to the skull, although the cabin was not damaged and no sign of a collision appeared in the vehicle. The source added that the government “is seeking to close the file without an official investigation,” while another administrative official confirmed that an investigation is underway to determine the reason.
The questions became more acute when the website concerned with African affairs, Abidjan TV, asked: What was the minister doing alone, without a driver or a guard, on a lonely road that was rarely traveled at night?
A number of senior officials were present at the site of the discovery of the body on Thursday morning, including the Minister of the Interior and Public Security, Leonidas Ndaruzaniye, and the Minister of Justice, Alfred Ahingigege, as well as the Attorney General and high-ranking security officials.
Human rights responses: Extrajudicial execution method
The human rights organization “Etica”, which operates from exile, described the incident as an “extrajudicial execution,” noting that more than two thousand similar cases had been documented in recent years, and demanded an independent investigation. The King Omurundi Freedom human rights organization also rejected the official version, demanding that the true circumstances be revealed.
As for Reporters Without Borders, it stated that Burundi is consistently classified as one of the most hostile environments for the press, while international reports between January 2024 and May 2025 monitored hundreds of cases of extrajudicial killings, enforced disappearances, and arbitrary detention, often with the involvement of security services, according to Human Rights Watch.
Similar precedent
It is noteworthy that Bugaga was a former journalist on Burundian national radio and television, and held media positions in several government institutions, before he was appointed to the Independent Electoral Commission, then Minister of Information and Communications in 2025.
This controversial death does not come in a political vacuum, as the incident recalls the shooting death of Environment Minister Emmanuel Niyonkoro in 2017, two years after the outbreak of the severe political crisis that followed the late President Pierre Nkurunziza’s attempt to remain in power for a controversial third term.
As of the moment of preparing this material, no date has been set for the burial ceremony, in a scene that sums up the extent of the ambiguity surrounding an issue that has begun to cast a shadow over the entire Burundian political scene.
