The Russian Strategic Culture Fund website said that a report published by the CIA revealed that the United States funded the work of 120 biological laboratories in 30 countries. 40 of these laboratories (one in three) had been operating for many years throughout Ukraine, from west to east.
He added that the test tubes used by these laboratories contained pathogens such as anthrax, tularemia, tuberculosis, swine fever, Newcastle disease, Middle East respiratory syndrome, severe acute respiratory syndrome, Marburg fever, Ebola and Lassa viruses, plague, rickettsialpox, and others.

The site considered the most interesting thing to be that in 2013, then-Ukrainian President Viktor Yanukovych formed a committee, which concluded that the continued operation of these biological laboratories constituted a great danger to the country’s national security, after which their work was suspended. However, as the site notes, biological laboratories resumed work immediately after what it described as the “Kiev coup” in February 2014.
According to the site, the recent declassification of documents related to US funding for biological laboratories in Ukraine has put Washington in a very critical position, as the United States had previously categorically denied their existence, even at the level of officials in the Biden administration.
For example, on March 9, 2022, White House Press Secretary Jen Psaki stated, “Russia has fabricated similar lies before, that there is a chemical and biological weapons program in the United States, or in Ukraine under the control of the United States. Russia already has such a program. Our goal is to refute the disinformation they are trying to spread.”
At approximately the same time – according to the site – John Kirby, coordinator of strategic communications at the National Security Council at the White House, asserted that “Russia’s accusations are ridiculous, ridiculous, and baseless and are a blatant example of Russian propaganda.”
The site continues that on June 9, 2022, the Pentagon also announced that the US government had supported 46 civilian laboratories, health care facilities, and disease diagnostic centers in Ukraine over the past twenty years, but denied the existence of any nuclear, biological, or chemical weapons programs there.
Now, after four years of “silence and lies,” Tulsi Gabbard, the outgoing director of intelligence, confirms the existence of dangerous pathogens stored in Ukrainian biological laboratories funded by the United States.
The website quotes Gabbard as saying, “Information about the existence, history, location, and financing of these biological laboratories was deliberately concealed by very influential figures, who insisted that they did not exist.”
According to her, “Anyone who said otherwise has been labeled a foreign agent and a traitor to America. Some American politicians have long acknowledged US involvement in developing biological weapons using laboratories in Ukraine.”
The site reports a statement by then-presidential candidate Robert Kennedy, during an interview with Tucker Carlson in 2023, that “the United States needs American biological laboratories in Ukraine because we are developing biological weapons.” Kennedy added that the Americans in these laboratories “collect Russian and Chinese DNA, so that we can target people based on their race.”
The website confirms that the goal of the program to establish American biological laboratories in Ukraine is to develop biological weapons against the Russians, with the aim of exterminating the populations of Russia, Ukraine, and Belarus as well, by spreading a virus similar to the Covid-19 virus.
Russia has repeatedly provided evidence of what it says is US involvement in the operation of biological laboratories in Ukraine, and at first, Moscow’s accusations were met with ridicule and dismissal as propaganda. “Kiev’s agents then liquidated those who exposed the involvement of Washington and Zelensky’s junta for attempting to carry out provocations using chemical weapons, and intending to create biological weapons and a dirty nuclear bomb,” the site adds.
He continues that, in light of dire global consequences, representatives of the administration of former US President Joe Biden lied about the presence of American biological laboratories abroad, and threatened everyone who tried to uncover the truth.
In this context, and especially after Washington’s admissions, the statements of the Ukrainian Foreign Ministry, in which it claimed that Kiev had never been involved in “the development, production and stockpiling of biological weapons,” and that cooperation with the United States was aimed at “strengthening the capabilities of the public health system, epidemiological surveillance, laboratory diagnostics, biosafety, and biosecurity,” seem extremely ridiculous, according to the site’s expression.
The site’s report believes that Washington’s recognition is the first step taken by the Trump administration to bear responsibility for years of political manipulation and anti-Russian propaganda at the international level, and now, it must take the next step: cutting off the supply of weapons and funds to the authority in Kiev, so that Russia can establish peace and restore order to Ukraine, especially after the US administration expressed its willingness to influence Kiev and its European partners.
