In conjunction with the G7 summit, which continues its work in the French city of Evian, where European countries approved an additional package of sanctions on Russia against the backdrop of its war with Ukraine, the city of Kazan, the capital of the Russian Republic of Tatarstan, is preparing to host the “Russia-ASEAN” summit, whose agenda will begin tomorrow, Wednesday, at the invitation of Russian President Vladimir Putin, on the occasion of the 35th anniversary of the establishment of relations between them.
The G7 summit kicked off today, Tuesday, with the war in Ukraine and the agreement with Iran at the top of its agenda, at a time when the leaders are preparing to hold talks with Ukrainian President Volodymyr Zelensky, amid indications launched by US President Donald Trump regarding the possibility of reaching a settlement to the conflict that has been going on for more than four years.
Zelensky is scheduled to participate in a special morning session within the summit’s work, devoted entirely to discussing developments in the Ukrainian file, in light of accelerating international efforts to contain the war and push the political path towards a final settlement.
In the eyes of observers, Moscow seeks, through what is known as the “commemorative summit” with the Association of Southeast Asian Nations (ASEAN), which is the seventh largest economy in the world, to discuss prospects for cooperation and strengthen partnerships in the sectors of energy, security, technology, and other fields, in the hope of breaking the isolation that Russia faces, in light of the increasing Western economic pressures on it.
Who will attend the Russia-ASEAN summit, what issues will it address, and what is the importance of holding it at this time? Here is a summary of what we know.
What is ASEAN?
Founded in 1967, the Association of Southeast Asian Nations (ASEAN) consists of 10 members: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. Their combined population is 678 million people.
The Association is a political and economic organization, the seventh largest economy in the world, and was established after a major wave of decolonization throughout the world, with the aim of member states cooperating in the economic, social, cultural, technical and educational fields, and to promote peace and stability.
Russia-ASEAN Summit.. Who is attending?
According to Russian sources, 14 delegations are expected to arrive in Kazan to attend the summit, which will be held between June 17 and 19.
It is planned that the leaders of major Southeast Asian countries and President Putin will participate in the summit, and the Secretary-General of the Shanghai Cooperation Organization, Nurlan Yermikbaev, and the President of the Republic of Belarus, Alexander Lukashenko, will also attend.
What files will the summit address?
According to a statement by the Ministry of Foreign Affairs of Malaysia, one of the ASEAN countries, the Russia-ASEAN summit is expected to focus on strengthening cooperation in the fields of trade and investment, energy, food security, digital economy, science and technology, culture, education, and tourism. It is also expected that the discussants will exchange views on regional and international developments.
It is also expected, according to the statement, that the summit will adopt 4 final documents, which will set the cooperation mechanism, which are:
- Kazan Declaration on the occasion of the 35th anniversary of relations between ASEAN and Russia.
- Joint statements on energy cooperation.
- Document related to cultural cooperation.
- A comprehensive action plan to implement a strategic partnership for the period 2026-2030.
Timing sensitivity
Russia, which is facing packages of European sanctions to limit its ability to continue the war against Ukraine, is seeking to develop new strategic plans, through the aforementioned Asian countries, in order to break the European isolation policy.
Today, Tuesday, the United States and many European countries agreed to increase pressure on Russia, after President Zelensky joined the G7 summit.
Yesterday, Monday, the European Union imposed new punitive measures on Russia, adding 34 individuals and 47 entities to the sanctions list.
The European Union has so far approved 20 sanctions packages against Russia against the backdrop of the war in Ukraine, while work on preparing the 21st package is currently continuing.
The sanctions imposed on Russia include wide-ranging restrictions in the areas of trade, finance, energy, industry, technology, transportation, dual-use goods and luxury goods, as well as gold and diamonds, while the European Union sanctions list includes more than 2,500 individuals and entities.
